The Clearview Public Library Board operates under the Public Libraries Act. It is the duty of the Library Board to provice strategic direction for the development and delivery of library services. A strategic plan provides the Library Board with a tool for organizing the present on the basis of projections of a desired future. The Clearview Public Library board struck a Strategic Plan sub-committee in 2004 to develope a three year strategic plan. A Needs Assessment Survey and Report had been prepared by Southern Ontario Library Service staff in 2003. The Library Board utilized this information along with Library Board and staff focus group data collected by Southern Ontario Library Service consultants to create its first strategic plan.
