The Indian Law Resource Center is a tax-exempt organization under section 501(c)(3) of the Internal Revenue Code. Birmingham and London law firm Martineau Johnson has announced that it is linking up with State Law Resources Inc (SLR), in a move designed to strengthen links with the United States and Canada. SLR is a national network of independent law firms across North America, headquartered in North Carolina. It counts amongst its members leading US law firms in each of 43 states together with the US capital Washington DC and one firm in Canada. Together, SLR firms boast a complement of over 6000 lawyers. Martineau Johnson, which will remain fully independent, is the first law firm outside of North America to join the network. The link up is expected to strengthen the firm's practice in several areas, including its leading energy and climate change group, as partner Andrew Whitehead explains: "We believe that joining up with SLR and strengthening our US relationships is a sensible move for us, especially given our focus on the energy and climate change arena. "In particular, the US is under increasing pressure to fall into line and play a much greater role in the development of coherent and ambitious global strategies to combat the climate change threat. "Whilst the current administration in Washington is often criticised in Europe for not signing up to the Kyoto Protocol and binding emissions targets, many states in the US are already developing their own emissions reduction policies, including cap and trade schemes, notably California and some of the North Eastern states. "In time, we will see these schemes link in with trading schemes elsewhere in the world, including the European emissions trading scheme and of course, there are now signs that the US stance on climate change at a federal level is starting to soften, as witnessed by the pronouncements by the G8 in Germany last week. SLR member firms all specialise in advising and lobbying on behalf of clients in state regulated sectors like energy, and many, like us, are finding themselves advising at the sharp end of climate change policies and initiatives. Between us, we can help bridge the gap for our clients as US and European policies converge." Demonstrating its commitment to this area, Martineau Johnson recently co-chaired a global climate change conference in Brussels, where the keynote speaker was former US Presidential candidate Al Gore, now an evangelist for action on the climate change agenda. The firm's clients in the energy sector include National Grid, Npower and British Energy and membership of SLR also promises to strengthen Martineau Johnson's relationships with a number of key US clients. "We have acted for many years now for major US multinationals such as Amway and Avon, who are global leaders in the direct selling business. The link up with SLR is a logical move for us, and access to a network of leading law firms across North America with specialist regulatory and lobbying expertise will give us a competitive edge." Mr Whitehead also believes that UK law firms have much to learn from their US counterparts in the way in which they work on behalf of clients to influence policy and legislation. "Lobbying is not historically something lawyers in the UK have been comfortable doing, but being able to influence policy makers, both in Parliament and Brussels, by bringing informed debate and experience to the table is increasingly seen by clients as a valuable string to our bow. SLR firms have key relationships with many of the US state and federal legislatures, and as a result have built up an impressive expertise in a number of regulated sectors, not just energy, such as healthcare, insurance and gambling." Mr Whitehead points out the significance of ties with the US. "Despite the increased significance on the global stage of India and China, and the UK's EU membership, the UK-US trading relationship is still hugely important. "As far as we can see ahead, the US will remain a global leader in terms of enterprise and the old ties to the UK will remain strong. You have only to look at the continued presence in the UK of the US business investor to see this," he said. Tom Lisk, partner of law firm LeClair Ryan, based in Richmond Virginia, and current Chairman of SLR said: "We are delighted to be welcoming Martineau Johnson into SLR.
