Cairngorms National Park Authority

FARMERS in the Cairngorms are being given the opportunity to become successful businessmen and women thanks to a new project supported by the Cairngorms National Park Authority (CNPA), Highlands and Islands Enterprise (HIE) and the Crofters Commission. One of CNPA's objectives is to maintain and enhance a productive and viable agricultural sector within the Park. To help meet that, it has joined up with Highland and Islands Enterprise to launch a scheme today (THURSDAY 11th) which will help farmers of all ages within the Park. The launch and photo opportunity is taking place at the Cairngorm Hotel, Aviemore at 1.45pm. Planning to Succeed is a free training and advice programme which will run over three years. It is being run by agricultural consultants Smiths Gore, who will work alongside a number of outside experts, including bank managers, accountants, vets, tourism providers and representatives from industry, habitat, species and outdoor access. It has already been successfully trialled in Dumfries and Galloway and is now being rolled out in the Cairngorms National Park. The project will see farmers working in groups with the experts to share good practice as well as explore and examine new business ideas and initiatives. The participants will help to set their programmes and objectives. Planning to Succeed will be an open project, where all participants will have to present their detailed businesses accounts and management practices to the group for discussion and review. At present it will only be available to farmers living in the Highland area of the Park. It is being run in conjunction with Highland and Islands Enterprise, with the CNPA contributing £28,000 or 60 per cent of the costs for the project. It has a number of aims including: Improve the physical and financial performance of farm businesses, using a whole farm business planning approach. Increase the confidence and numbers of young people who influence business decisions within the agricultural sector. Influence farmer's attitudes to change and encourage a more rapid uptake of best practice ideas. Encourage farmers to record data, benchmark their performance against others, and identify ways to achieve better performance. Encourage farmers to set specific goals, objectives and budgetary targets. Encourage the development of systems that reduce production costs, improve physical and financial performance and free up more management time. Increase awareness of the range of markets available for farm produce, and actively encourage means to take advantage of these to improve market returns and add value. Also to seek ways to build relationships and understanding with customers. Encourage farmers to learn from each other and specialist advisors on how to best implement environmentally friendly practices/activities in connection with Land Management Contracts and other support mechanisms, for the benefit of the Park's special qualities as relevant to their farms, and in collaboration with their neighbours. For example management of water courses and their margins, wetlands, herb-rich grasslands, breeding wading birds, access provision etc. To give participating farmers the skills and confidence to take the project approach to a wider audience after the 3 year project period. The scheme will run alongside another current CNPA project, the Land Based Business Training Project (LBBTP). LBBTP has a similar ethos and set-up to Planning to Succeed, in that it helps land-based businesses to become more sustainable and viable through providing them with various training support. Fiona Chalmers, CNPA Integrated Land Management Officer, said: "The CNPA is committed to supporting farmers in making a real success of their businesses. This is an exciting opportunity to help farmers in the Cairngorms to realise that ambition. "They are under more and more pressure from many quarters and we hope this project will prove to be of practical help. It will provide farmers with resources and materials that are not normally available to them, as well as the opportunity to share good practice and a joined-up approach. "We are delighted to be involved in this and would encourage farmers to sign up and take advantage of this opportunity." Bob Stubbs, Senior Key Industries manager with Highlands and Islands Enterprise said: "This is a scheme that has already been proven to bring tangible and sustained benefits to the farming industry. HIE is delighted to have worked with the CNPA to launch two separate 'Planning to Succeed' projects in the Highlands. "They will enable farmers to apply the very latest business models to their operations and to share and compare their experiences. It is an exercise that brought not only significant economic gain to those who took part in the first pilot, but also assisted participants to examine options for significant decisions such as ownership succession. "We look forward to assisting and monitoring the project over the next four years and congratulate the vision of those who have agreed to take part."

CESG

CESG has existed in one form or another for the past 80 years. Its origins grew out of the dangers inherent in poor radio communications security that became apparent during World War I. As a result of severe security compromises that were experienced by British forces during that war, the British government decided to set up a special organisation both to study the methods of cipher communications of foreign powers and to advise on the security of British codes and ciphers. In 1919, following a Cabinet decision, the Government Code and Cipher School (GC&CS) was established (which was later to become the Government Communications Headquarters (GCHQ)). The GC&CS was originally set up under the civil administration of the Admiralty, but with the decline in military signal traffic after the end of World War I, it was then placed under the administrative responsibility of the Foreign Office in 1922. The communications security part of the GC&CS could only advise on the use of the various cipher systems, but had no authority to mandate government departments or the services to use those ciphers and procedures which were really secure. This weakness was recognised during World War II, and in 1944 clearer lines of authority were established, with the communications security section of the GC&CS becoming responsible to a Cipher Policy Board. In the early 1950s, a review of the Cipher Policy Board's organisation and terms of reference led to the creation of a new agency, the London Communications Security Agency (LCSA). The LCSA now had its own Director but still remained administratively under what was by then GCHQ. In 1965, the LCSA became the Communications-Electronics Security Department (CESD), still based primarily in London, although parts were now co-located with GCHQ in Cheltenham, Gloucestershire. In 1969, CESD formally merged organisationally with GCHQ and was renamed the Communications-Electronics Security Group (CESG). In 1978 the last London elements of CESG moved to Cheltenham, Gloucestershire, where it has remained to the present. One of the more significant changes to CESG since the late 70's has been the move to operating on a cost-recovery basis, rather than being funded directly by central government. Since 1997, CESG now charges for most of the information security/information assurance services it offers. Today Government turns to CESG as its National Technical Authority for advice and services to protect its voice and data networks. In this network enabled environment, Communications-Electronics Security no longer adequately describes the full extent of the organisations work, so in 2002 it was decided to drop the expanded name. The title CESG was retained as it has an excellent reputation as an independent technical organisation with a critical role in keeping the Government's IT systems safe.

Canadian Coast Guard

The Canadian Coast Guard (14 MINS.) are based in Vancouver, British Columbia and is an Emergency Rescue service operated by a fleet of SRN5 & N6 Hovercraft, and is one of the longest established operations in the world. The fantastic scenery of the Vancouver area and the Fraser River attracts thousands of sailing and Power boats and requires that the ‘craft are on call 24 hours a day, 365 days a year. The "Dual Defender" (14 MINS.) shows the BHN7 Hovercraft, a Military vehicle designed for use with (with modifications) in both the Logistic and Combat roles. The Royal Navy evaluated the Logistical variant and a number of Middle East Countries purchased both variants; some combat variants were also fitted with integrated missile systems. The AP1-88 was the first Hovercraft to use Diesel Engines for both lift and propulsion and the worlds first to employ Marine Aluminium Alloy for its structure. "Fast Interdictor" (5 ½ Mins) is a variant that can travel over any type of terrain and can accommodate 100 troops. It can also be used in the Mine Countermeasures role and its invulnerability to underwater explosions gives this ‘craft great capability. "Expo-Spirit" was the AP1-88 Hovercraft used as a fast passenger ferry in British Columbia operating between Victoria on Vancouver Island and Vancouver City for the duration of the World Exposition in 1986. This 12 minutes video shows the magnificent scenery in the area whilst the ‘crafts amphibious capabilities enable the most optimum route to be taken through the many Islands and rocky inlets, Sand Bars and floating logs.

The Australian Office of Financial Management (AOFM) is a specialist Australian Government agency primarily responsible for management of Australian Government debt. The AOFM was established on 1 July 1999 and is a prescribed agency under the Financial Management and Accountability Act 1997. The AOFM's debt management activities encompass the issue of debt securities such as Treasury Bonds and Notes and the execution of debt related derivative transactions such as interest rate swaps. The AOFM's activities also include management of the Australian Government's cash balance, financial risk management and compliance activities, financial reporting and portfolio administration. Over recent years, the AOFM's debt issuance activities have been directed towards maintaining efficient Treasury Bond and Treasury Bond futures markets rather than to meet Government budget funding requirements. The AOFM is part of the Treasury portfolio. It is accountable to the Treasurer and through him to the Australian Government, the Parliament and the public. The Treasurer has provided operational delegations and authorisations to the Chief Executive Officer of the AOFM in relation to certain powers under a number of Acts of Parliament and associated regulations.
