National Mediation Board

Sarnia-Lambton Business Development Corporation

The SLBDC provides a broad range of business information and services including an on-site resource library. As well, a free counselling service is also available which provides referral to specialized consulting services. Potential entrepreneurs are educated about small business start up. They learn about business planning, regulations, sources of funding, government loan programs, the Self-Employment Benefit (SEB) program and the hardships of being self-employed. Consulting is also available for both Business Planning Club and Export Development Initiative. Many people, both employed and unemployed, consider self-employment at one time or another, but not everyone is a good candidate. Successful entrepreneurs have a good business idea, are driven to succeed and work extremely hard. One of the purposes of the SLBDC's counselling service is to help people decide if self-employment is right for them. After this initial investigation, some people decide not to start their own business. In turn this prevents non-serious businesses from starting up, therefore protecting area businesses and people from losses that could result in bankruptcy. The SLBDC dedicates substantial time to providing free counselling to support the start-up, expansion and diversification of small and medium-sized businesses in Lambton County with the objective of improving their competitiveness. Free counselling is provided on topics including business planning, problem solving, financial management and income tax issues, cost control, service, quality and inventory control, marketing and sales and other key functions. Last year staff spent about 3,300 hours talking to over 2,200 people with general business inquiries. This translates into 2 staff members working full time, year-round, just to deal with initial business questions. The benefits of this free counselling service are immeasurable. People who cannot afford the services of a professional consultant and/or an accountant are especially grateful to get the basic information that they need from the SLBDC. Clients may also be provided with a referral to a person or organization who can further discuss the issues and problems that they face. These clients often express frustration that they have been referred from one government office to another with no results.

International Boundary and Water Commission

National Capital Planning Commission

The National Capital Planning Commission (NCPC) will receive the Landscape Architecture Medal of Excellence for its significant contributions to landscape architecture policy, research, education, project planning, and design. Established in 1924, NCPC is an independent federal agency responsible for preserving the beauty and historic urban design that have made Washington one of the most admired capital cities in the world. Since its formation, NCPC has guarded and advanced the original urban design blueprint of the L'Enfant Plan for the city while effectively accommodating the contemporary forces of growth and change. The Commission provides overall planning guidance for federal land and buildings in the region. As NCPC has led these significant planning activities, the agency has concurrently managed the planning review process for all development actions within the region affecting the federal interest, all with thoughtful implementation. Parks Canada

The Parks Canada Agency was established in December 1998 as a "departmental corporation" under Schedule II of the Financial Administration Act. This means that Parks Canada is a separate legal entity, dedicated to delivering the programs set out within the Agency's legislation and policy authorities. The Minister of Canadian Heritage is responsible for the overall direction of the Agency and accountable to Parliament for all Parks Canada activities. The Parks Canada Agency has been provided with flexible human resource, administrative and financial authorities. These authorities include: separate employer status to enable the design of a human resources management framework that is more responsive to Parks Canada's particular operational requirements and the conditions in which its employees work; full revenue retention and reinvestment to contribute to the financing of services; a two-year rolling budget to promote the wise investment of public funds and to allow for funding advances; and, a non-lapsing account to finance the establishment of new national parks, national historic sites and national marine conservation areas. In addition, Parks Canada has received new capital program, contracting and real property authorities to streamline administrative processes, while continuing to be accountable to the Minister and Parliament.
