FSA provides clarification on DCP In an effort to provide the most up-to-date information regarding programs in the new Farm Bill, the USDA Farm Service Agency (FSA) is issuing some clarification to the process involved in the Direct and Counter Cyclical Payment Program (DCP). Through the new Farm Bill, DCP provides income support for wheat, feed grains, and oilseeds. Under the 1996 Farm Bill, fixed payments were made using Production Flexibility Contracts (PFC). Land eligible for contract acreage was equal to a farm's base acreage for 1996 calculated under the previous farm program, adjusted for CRP acreage. Program payment yields were frozen at the 1995 levels. Under the new 2002 Farm Bill, landowners are provided a one-time opportunity to update contract base acres and farm program yields used to calculate program benefits. The new farm bill provides landowners with up to 5 different options for selecting bases on a farm. However, there are several steps landowners need to take prior to the final base and yields selections.
