The South Carolina Legal Services (SCLS) provides free legal assistance in a wide variety of civil (non-criminal) legal matters to eligible low income residents of South Carolina. The SCLS is a non-profit corporation, funded by grants from the federally funded Legal Services Corporation, the South Carolina Bar Foundation, local United Ways, state court filing fees, and other federal, state and local funding. Applications for legal assistance should be made through our statewide intake service, LATIS (Legal Aid Telephone Intake Service). SCLS also has a library of publications providing information for common legal issues and recommendations for action. New Center for Legal Advocacy Inc

NCLA is a full-service poverty law firm receiving federal Legal Services Corporation funding, since 1997, and Massachusetts Bar Foundation funding. Through its centralized intake and hotline system, NCLA is the initial point of access for most applicants in need of legal services throughout Bristol County and the Greater Brockton area of Plymouth and Norfolk Counties. NCLA provides advice, referrals and direct representation for thousands of individuals every year. NCLA is a private, not-for-profit corporation with a six-person Board of Directors consisting of four attorneys (appointed by local bar associations) and two client-eligible members. All Board members are volunteers. NCLA has a total staff of 9: Executive Director, three staff attorneys, three intake paralegals, Private Attorney Involvement coordinator, and one legal secretary.

Neighborhood Legal Services Program

In the fall of 1990, a group of concerned members of the Philadelphia bar and the homeless services community created HAP to address the unmet legal needs of the City's homeless population. This group was led by the Philadelphia Bar Association's Problems of the Homeless Committee, Community Legal Services (CLS) and homeless advocates, including Sister Mary Scullion of Project H.O.M.E. HAP was founded in the belief that homeless people have unique and complex legal problems that often are not adequately addressed by traditional providers of legal services to indigent and low-income individuals. Homeless individuals lead transient, unstable lives, and are often debilitated by mental illness, substance abuse, and inadequate education. They frequently lack an understanding of their legal rights and the ability to make effective use of the network of advocacy and service organizations that are available to assist them. Living in crisis, often without income or resources, homeless persons are less likely, and less able, than other indigent clients to make use of Center City-based legal services programs. To ensure that homeless people had access to legal services, HAP's founders created an organization designed to deliver legal services directly to them in the places where they live and eat. Since its inception, HAP has conducted legal clinics in shelters and soup kitchens throughout Philadelphia. By recruiting and training volunteer attorneys, legal assistants and law students to staff these clinics, HAP is able to provide free legal counseling and representation to a population not adequately served by other legal services programs. HAP is the only legal services organization in Philadelphia that conducts such direct outreach to the homeless population.

Northwestern Legal Services provides free legal aid in civil cases to low-income residents of northwestern Pennsylvania. Clients who come to us for help live near or below the poverty level, and they cannot afford to hire an attorney when confronted with a serious legal problem. Our mission, simply put, is to respond to the civil legal needs of these people and to help them attain justice. We answer this call by offering legal aid in areas that directly impact our clients in their daily lives -- areas such as government benefits, family law, housing, medical care, education and consumer/finance. We also strive to empower individuals with the knowledge they need about their rights and responsibilities under the law through community education, media (TV) programming, Internet connectivity, and pro se (self-help) clinics. Our service area encompasses ten counties in northwestern Pennsylvania: Erie, Mercer, Crawford, Venango, Forest, Warren, McKean, Potter, Elk and Cameron Counties. This geographic area is roughly the size of the state of New Jersey. We have staffed legal services offices in Erie, Farrell, Meadville, Franklin, Warren and Bradford, Pennsylvania. In addition to the staffed offices, our law workers do "circuit riding" and outreach to rural communities throughout our service area. A telephone intake unit, housed in Erie, provides for the central administration of policies and procedures for all potential clients who call us for help, including determination of income and asset eligibility, case-acceptance, and scheduling. The central intake unit also has two staff attorneys who offer brief service and counsel to clients with legal problems that do not require protracted (lengthy) representation. In addition to the array of civil legal services that we provide with staff law workers (attorneys and paralegals), we also work throughout our service area with private attorneys who offer pro bono (free) legal assistance to eligible clients. As Judge Learned Hand observed many years ago, "If we are to keep our democracy, there must be one commandment: Thou shalt not ration justice." For over three decades, our mission has been to further the cause of justice by providing free legal aid in civil cases to those in need.

South Middlesex Legal Services , Inc.

Since 1976, South Middlesex Legal Services (SMLS) has been serving the needs of local low-income, disabled and elderly persons in 36 communities from Dedham to Marlborough and from Bedford to the Rhode Island border. SMLS advocates represent battered victims in contested family law cases, defend tenants to prevent them from becoming homeless, advocate in schools for children with special needs, help elderly and disabled people in obtaining disability, welfare and medical benefits and assist people making the transition from welfare to work. The SMLS staff represents approximately 2,200 low-income and elderly clients each year.
